I would say he is amusing. A bit strange, but not obnoxious, he seems too good natured to be obnoxious

Me: Um, no I'm good, thanks. I've got tea
New Intern: You sure? I've got tons of coffee (holds thermos closer)
Me: Yeah, I'm good. I don't drink alot of coffee.
New Intern: . . .
Me: You're going to be amped up all day with all that coffee
